New , or is it old Minister of Finance? A remembrance

So the Government named Nelson Merentes to be the new (old) Minister of Finance. Incredible! Merentes was already been Minister of Finance, but I digress.


Nelson Merentes is a Mathematician with a Ph.D. from Hungary. Never knew or was interested in anything related to finances. But he was very interested in politics and backed Chavez early on, going to visit Chavez in the Yare prison with the rest of the so called Garibaldi group, a bunch of mostly mediocre academics from Universidad Central de Venezuela. In fact, Merentes was the first person I knew who was educated but was radically pro-Chavez.


 


Merentes was a founder of Chavez MBR-2000 movement and campaigned strongly in his favor. So much, that Chavez trusted him with his advice on how to promote the pro-Chavez candidates to the Constituent Assembly which violated the principle of minority representation by electing 96% (96 out of 100) members who were pro-Chavez. The story goes that Merentes did not come up with it, but asked a friend from the University to design it.


 


Merentes was not a candidate for the Assembly, but was appointed by Chavez to the so called “Congresillo” a transition institution with no legal basis whatsoever that ruled Venezuela for the almost five months between the end of the Constituent Assembly and the election of the new Congress. I remember Chavez’ brother defending the “Congresillo” because all of its members had been elected to the Constituent Assembly, but the only one I knew personally, Merentes, had not been. But I digress again.


 


Merentes began approving expenses in the “Congresillo” beyond the budget to the point that then Minister of the Interior Miquilena had to stop some of them.


 


The reason Merentes had not accepted any public positions up to that point was that he only wanted one job: The Presidency of his Alma Mater Universidad Central de Venezuela (UCV) an elected position. He ran after the “Congresillo” was over in a three men race for a runoff. He did not even make it to the second round, getting less than 10% of the vote.


 


A few weeks after, Merentes was appointed Vice-Minister of Finance. We all understood that the Vice-Minister had been removed, but no. Using revolutionary logic, the Ministry of Finance now had two Vice-Ministers, the same way that US companies have dozens of Vice-Presidents. I still wondered what Merentes was doing in Finance, I am that dumb, I believe in order and knowledge and such stupid concepts.


 


Months later Merentes was appointed Minister of Finance, where he was involved in the scandal of the FIEM, the Macroeconomic stabilization fund, whose “funds’ simply disappeared, but we are only talking about something like 2 to 6 US billion dollars according to the Economic Office of the National Assembly. The opposition tried to charge Chávez for the dissapearnec, but Merentes, ever the loyal soldier, took responsibility and  like the April 11th. truth commission, nothing was ever investigated anyway.


From there Merentes was demoted to Minister of Science and Technology and the Minister for Social development and then President of Bandes the Bank for social development that holds US$ 1.6 billion in fund from PDVSA. Thus, Merentes always find himself running institutions with a billion US dollars there or here.


 


And now, he apparently will run both. In truth, it is likely that Giordani at Planning will be running the show. Giordani, who is also not an economist, believes in a strong Bolivar, which he thinks is simply holding the currency strong, but ahs yet to understand it requires fiscal discipline.  This led to the 2002 crisis and devaluation. He also thinks the North Korean economy is healthy. But that is really digressing from the point.


 


Thus, a new Giordani dominated, Merentes executed era begins. Expect little devaluations, no more bond issues in dollars and inconsistent policies. Jeez, I seem to be missing Nobrega, who never attacked the structural problems, but really knew how to solve the short term ones. And I will not digress into his ethics either.

       The Government is clearly on a full frontal attack against the media. Only today we heard:


 


-The Minister of Information said that the Cabinet “evaluated” the promotion of destabilization by the media, citing his former employer RCTV and local newspaper El Nacional as promoters of destabilization who are “minimizing” the case making it look like the Government is violating human rights.  Well, asked Antonio Lopez, or his parents what they think about this. Or the Guevara brothers. Or the last person who made a phone call to Antonio Lopez. It appears the right to silence people for political gain is above any other right.


 


-Chavez himself came on and said that with the “Muzzle” bill, that goes into effect today, “mediatic terrorism is over”.  According to Chavez ‘We have to start stopping the media terrorism that kidnaps our freedom; we have to start democratizing the media”. E added that the media can no longer be at the service of “mafias, elites, people without country and at the service of imperialism, remember the coup, the media war and the oil sabotage”. “We have defeated the oligarchic coalition, imperialist, mediatic, thanks to the people of Venezuela.


 


This from a guy who did not condemn the September 11th. attacks until weeks later?


 


Or the guy who approves a raid on a school just at the time when 1,500 kids are showing up for classes?


 


Or who led a coup in which more than 200 people, mostly innocent civilians were killed?


 


Or who spent four years advocating in favor of the violent overthrow of the Government until someone convinced him he could win the election?


 


Or who has threatened the opposition with his “Armed Government” Sunday after Sunday for the last six year?


 


Or the man who wrote essentiallya love letter to a terrorist


 


The terrorist is definitely running the show now.

Stuff I should have written more about

I have been very busy, lots going on. Should have written more than about any of these topics


El Salvador denies political asylum to two former cops being accused for the being the “intellectual authors” of the murders during the march of April 11th. 2002. Those on video shooting were freed, but these guys are jailed for them. Of course, no attention ahs been paid to the statements made by two Generals under oath at the National Assembly that the Attorney General, who is supposed to be in charge of protecting the rights of everyone, was present at a meeting three days earlier in which using weapons against the marchers was discussed. Clearly Chávez used oil as a weapon to convince El Salvador of this decision. Long live imperialism!


 


-Hugo Chavez dedicated his human rights prize to Arafat. So much for being anti-terrorism. Don’t forget his almost love letter to Carlos The Jackal in 1998. Who believes him?


 


-Is it true that 500 Cuban doctors sent to Venezuela have defected? This is what two of them say in Miami. They claim they have been treated well by Venezuelans, both Government an opposition, but not by their Cuban overseers who would not allow them out after 5 PM. They also said some of them fake health data and treat Colombian terrorists.


 


-The Attorney General files suit in front of the Venezuelan Supreme Court to have it reconsider the decision on whether there was or not a coup in April 2002. This is double jeopardy, prohibited in Venezuela, but nothing stops this sad figure of the revolution. Actually, some suggest then charging Chavez again for the deaths in the 1992 coup for which he was pardoned.


 


-The new Venezuelan and Government owned airline “Conviasa” did not get off the ground on Nov. 28th as promised. They are starting just like the old Government airlines.


 


-An analyst is being charged for saying that the recall vote was fraudulent on TV. Will they ever get to this blog?


 


-The new penal code introduces the novel concept that any act is a terrorist act if it can be “presumed” that the act was made to create confusion in the population. Is this the end of political oppsoitoopn? The terrorism bill also pretends to introduce life sentences in Venezuela which is not permitted by the Venezuelan Constitution (Curiously the mother of Antonio Lopez Castillo was criticized heavily when she proposed life sentences in the 90’s as a Congresswoman.


 


-A former Minister of the Interior in Colombia says in today’s El Nacional Venezuela is a Dictatorship. He says: “A dictatorship is nothing but the concentration of power in one hand. When in one hand all powers are concentrated we have a dictatorship. ….We used to see the Electoral Board and said: “This is a joke”. Chavez is the owner of all powers…When there is only one voice, one power, one force. What do you have? A dictatorship.


 


-Henrique Capriles was indicted for the third time by a busy Attorney general’s office, this time for removing some road signs.


 


-In the case of the Fort Mara soldiers who burnt, there are finally indictments: Three doctors who took care of one of the soldiers and a soldier that was inside the cell. Such clear Justice!


Who is the real clown in the Anderson investigation?

The Government, this via Minister of Information Izarra (who reportedly is a reader of this blog) accused the media once again of not being serious about the investigation of the death of Prosecutor Danilo Anderson. This is about the third or fourth time that this accusation is made. Let’s look at who is the real clown on this investigation:


-The Government first accused former military who live in Florida and even asked the US Government to start arresting them.


-Two Deputies in the National Assembly accused Colombian paramilitary.


-The Minister of Justice became the Chief investigator. Nothing has been heard from the Heads of police who are in charge or should be in charge of these investigations.


-The Minister of Justice made the stupid charge that Lopez’ yellow Armstrong bracelet was his identification as part for the “logia” group that killed Anderson. Who told him such stupidity?


-The Attorney General/Prosecutor began announcing “leads” and the clarification of the murder in a matter of days.


-We have not been given an explanation of why Anderson was going around at night without bodyguards.


-We have not even given an explanation why Anderson was not using his car. Is it true that the car he was killed in belonged to a banker who is being investigated by the Attorney General’s Office?


-Intelligence police and the National Guard were around the area before the Anderson murder. The explanation was that they were doing “security” operations related to crime. That was the first and last night they were seen in the area.


-No investigators have yet to question the witnesses from the stores and businesses that were still open near where the car exploded.


-How did they know it was him so quickly, if the car was not his?


-How did Government officials show up within ten minutes of the explosion and had no guards themselves? (The VP, the Minister of Justice and the Minister of Information)


Anderson was recognized by his girlfriend via a tattoo of his body. The picture of the body is too grotesque to place here, but no tattoo would survive that.


-Antonio Lopez Castillo was being followed as a suspect, but he had spent all night at home, if he was really a suspect, why wasn’t he arrested at home?


-The car in which the police that killed Lopez Castillo were following him had no identification and they never identified themselves. Despite this, the Government continues to say that Castillo was guilty because he shot at the cops. The Minister of Justice says that he fired his gun, maybe true, but the bullet that killed one of the cops was not the same caliber as that which Lopez Castillo was carrying.


-Lopez Castillo was shot eighteen times and had one shut under his chin that his lawyer says was made up close. Why?


-Why were the parents of Lopez Castillo treated so badly?


-Why is it that in so many parts of the investigation the cops never identify themselves?


-Why is it that in so many parts of the case, cops have arrested raided and interrogated people without the presence of a Prosecutor or an order? Is this the “new” Venezuela?


-Why did the Government kill the last person that Lopez Castillo talked to on the phone?


-The Guevara brothers were taken by a police force one day and “rescued” there days later by another one.


-One of the charges against the Guevara brothers is that they talked to each other before and after the explosion. Goodness Gracious two brothers talking to each other twice in one day!


-Why did the Attorney general say Guevara’s cousin had been captured and was in jail and he actually was detained four days later in a hotel in Acarigua?


-The Guevara brothers had worked for the Government in the Montesinos case and all of a sudden they are anti-Government?


-One of the Guevara brothers was the one that used to go to Miami to get paid in US dollars while Montesinos was being guarded by his brother in Caracas and the Chavez Government denied it.


-Why did a foreign expert say 250 grams of C-4 would blow up the car and body completely? Who is right?


-Why did the explosion leave no trace on the pavement?


-Why is there no hole in the bottom part of Anderson’s car?


-Why did Anderson’s body burn and not taken apart in pieces with the explosion?


-Is it true that the explosive is LAPA? LAPA is reportedly used only by ETA, the Colombian FARC and the Iraqi Jihad. Who has connections to these groups in Venezuela?


-Was Anderson about to be fired from hi job? Why?


-Why was Anderson going to Spain to meet with Judge Garzon, of Pinochet fame, the week after he was killed?


-Who ordered the raid on Hebraica? Why early Monday morning just as 1500 kids were arriving to school. (The media law prohibits scaring kids, but they have no qualms about doing this?)


Anderson’s friend Herrera denounced the Vice-President was involved. Only the Vice-President has denied it. The “Chief” investigator in the case the Minister of Justice has said absolutely nothing about it.


-Why did some Chavistas blame the Attorney General for not prosecuting the Montesinos case?


-Who tortured Juan Guevara? Who kidnapped him? Is it true that only anonymous tips are in the file as evidence?


-If the investigation is going so well, why did the Government change the prosecutors


and the investigators in charge of the case?


-According to yesterday’s El Nacional the new investigators of the case are staring from scratch, why?


-Is it true that there is evidence that active cops are involved?


 


Is this how a serious Government carries out an investigation? Is this a serious investigation? Who is the real clown in the case?

-The car in which the police that killed Lopez Castillo were following him had no identification and they never identified themselves. Despite this, the Government continues to say that Castillo was guilty because he shot at the cops. The Minister of Justice says that he fired his gun, maybe true, but the bullet that killed one of the cops was not the same caliber as that which Lopez Castillo was carrying.

-One of the Guevara brothers was the one that used to go to Miami to get paid in US dollars while Montesinos was being guarded by his brother in Caracas and the Chavez Government denied it.

Anderson’s friend Herrera denounced the Vice-President was involved. Only the Vice-President has denied it. The “Chief” investigator in the case the Minister of Justice has said absolutely nothing about it.
